I know Flyby Attack works, anything else that a player can take? Or any way to get Flyby Attack 'legitimately" via items or spells?

It's phrased differently, but that's basically what shot on the run does if you were specifically going to use the standard action just for a basic attack and you don't need it to specifically be a standard action for using some other feat or maneuver. (Basically, spring attack for ranged attacks.)

Also note that if you're riding a mount, you can do this naturally without a feat, it just involves a -2 penalty if you're doing shots on the move (no penalty if you full attack and then have the mount move or vice versa), and you can even full attack if you make a trivial DC 5 ride check.

Oh, but if you specifically want flyby attack, just note that "monster feats" are not strictly "illegitimate" for PCs, anyway. It's just that they're designed to work with racial abilities that most PCs will not have, but where it's not impossible for PCs to have those abilities. That is, you can "legitimately" take flyby attack if you have a permanent source of flying, such as being a wyvaran. There's a note about being able to take them "with GM permission", but that's talking like GMs don't control everything the PCs are allowed to take already...

If you're mounted, you can use the mounted skirmisher feat to do sort of the same thing.

The only thing I can think of in the game that (essentially) gives you a move action and a standard action as a single standard action is the ability to charge as a standard action when staggered. Charging is normally a full-round action that lets you move twice your speed and attack, but when you are restricted to only a standard action on your turn you can move your speed and attack as a standard action.

As for abilities like Flyby Attack that let you perform your standard action in the middle of your move action, there's also Shot on the Run and Spring Attack. But notably, these allow only an attack, not any standard action, so Flyby Attack is a bit of an outlier in this regard.

A move action and a standard action attack is normal. Flyby attack breaks the move action up, but by the exact wording of your question everyone (that is, not staggered or worse) can do it.

The contingent action spell can give an extra move or standard action, at most 1/fight.

The overwatch tactician feat lets you ready a couple of attacks as a standard action, which can then trigger in the middle of your move action if you set it up right. (Edited this paragraph slightly for clarity)

There's a handful of means of moving as a swift action, and move action - standard action attack - swift action works if you're looking to break up movement by an attack. (or reverse the move action & swift action in that list)

There's a few ways to get an ally to move you, by being a mount or by combat maneuvers or by spells like jester's jaunt, telekinetic charge (which doesn't need to be used to go into melee), phase step and more.

Not really, no. Flyby Attack is a grotesque outlier that didn't get toned down from 3.5 and there really isn't anything comparable.

How is flyby attack grotesque? All it does is give flying monsters, who have it, the ability to do what is basically a spring attack, or shot on the run, or what anyone riding a mount can basically do without any feats... Its whole point is to make flying creatures be able to swoop down and make an attack against the players, while remaining an aerial threat (not have to park themselves on the ground for a round and get curb stomped by the whole party. It doesn't prevent AoO from the target of the flyby attack like spring attack does, and it doesn't allow for a full attack like Mounted Skirmisher does.
